Assigning a hypertext to a Normal Picture

I have inserted a jpeg image using InsertPicture method. I want to later (depending

upon user wish) make it a hyperlink i.e when I click on that image, it should

take me to that particular url entered by the user. I have tried seting the

url by using setpictureinfoed and also by using setitemtag but the event

onurlneeded does not get called for the image.

I don't want to use inserthotpicture as not all images will be hotpictures.
