Inset is used to synchronize the ruler and the editor horizontal scrolling.

It is changed automatically. It is published because it is usefule for

TRuler (a general purpose ruler, ancestor of TRVRuler), but in TRVRuler it

is maintained automatically.

The ruler is not intended to set paper margins, it can set only TRichView

margins (see the scheme in the help topic, it explain the difference between

TRichView's margins and paper (TRVPrint's) margins).
