SaveHTMLEx, Unicode and lower double quotation char problem

Hello,

There is some problem with the lower double quotation character.

Altough the upper double quotation is converted properly to

the unicode entity ” the lower one remains uncoverted.

This cause that it is displayed uncorrectly if a HTML File created

using the SaveHTML(Ex) uses some different encoding, e.g. ISO-8859-2.

Could I please ask for a fix ?
