I use SaveHTMLToStreamEx but it must be the same,

I do this and it is wortking for me, make it a try!

  try

     StrStream := TStringStream.create(rtf);

     RichView.Clear;

     RichView.LoadRTFFromStream(StrStream);

     StrStream.position := 0;

     RichView.SaveHTMLToStreamEx( StrStream, TMP_DIR,

                 title,prefix,'',Externalcss,'',[]);

     result := StrStream.DataString;

  finally

     StrStream.Free;

  end;
