Richview 21.0 not installing for ReportBuilder 22.0 Build 70

Installed the latest ReportBuilder Enterprise 22.0 build 70 on Alexandria 11.2 Patch 1, then did a reinstall of RichView 20 with the self update, restart to the latest version 21.0.
Richview installs and works but the ReportBuilder integration is skipped, the error log reports:

Embarcadero Delphi for Win32 compiler version 35.0

ppRichView.pas(51) Fatal: E2411 Unit ppPDFDigitalSignatureDlg in package rbRCL2228 refers to unit Vcl.CustomizeDlg which is not found in any package. Packaged units must refer only to packaged units
Is this a Digital-Metaphors issue? (kind of looks like one, leaving them a message also)
