Vertical scrollbar's small step = 10 pixels (by default), so vertical

scrolling range is divisible by 10.

What's why bottom margin can have from 0 to 10 extra pixels.

You can change this value to smaller one by assigning VSmallStep property

(before calling Format).

There were no special reasons to use some special font.
