To be honest, rules have a little use in the current version of RichView.

RichView does not support WYSIWYG mode of editing, so rules cannot be used

to show coordinate on page.

Moreover, tab stops are not supported yet.

So, the only things that can be adjusted by horizontal rule are:

- paragraph indents

- position for wrapping text in editor (which does not affect printing).

This citation is from the help file of Addict3:

Since Addict's components are 100% native VCL components, no DLLs will need

to be distributed with your application.

However, Since Addict consists primarily of spelling and thesaurus

components, naturally there will be dictionary files (*.adm) and thesaurus

files (*.adt) that will need to be distributed with your application. All

files of this type that ship with Addict can be distributed royalty free.

For distribution rights on other dictionaries and thesaurus files downloaded

from Addictive Software, please consult the website. Most are freely

distributable.

So it does not require payment for distribution to end-users.

PS: RichView does not support live spelling (with underlining wrong words)
